Org. Setting and Reporting

These positions are located in the Western Africa Division of the Departments of Political and Peacebuilding Affairs and Peace Operations (DPPA/DPO). The incumbents will report to a Senior Political Affairs Officer, under the overall guidance of the Deputy Director and Director for West Africa and the Sahel (political, non-mission and regional work and special political mission backstopping). The Division, which covers Benin, Burkina Faso, Cabo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo, as well as the United Nations Office for West Africa and the Sahel (UNOWAS) and the Cameroon-Nigeria Mixed Commission (CNMC), is tasked with monitoring and reporting on major developments in the countries under its purview, and recommending actions for addressing the related challenges, risks and threats.

Responsibilities

Within delegated authority, the Political Affairs Officers will be responsible for the following duties:
• Performs the functions of Desk Officer for assigned countries in West Africa and the Sahel in order to provide early warning advice to senior officials/colleagues and recommend solutions/possible action by the United Nations.
• Gathers, selects and analyses information contained in communications and publications received from different sources, including the press.
• Maintains up-to-date knowledge of events and trends relating to countries under the purview of the Western Africa Division, and in particular as they affect the countries and thematic mandates for which the staff member is responsible.
• Keeps abreast of latest trends and developments and provides inputs on issues to senior officials and colleagues in missions and non-mission settings and elsewhere in the Secretariat.
• Monitors national and regional level political developments and provides advice to field mission/UN agencies active on the ground.
• Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters, as well as backstops special political missions as applicable.
• Monitors actions taken by intergovernmental groups, UN organizations, government and non-governmental organizations, as well as civil society groups.
• Participates in fact-finding and other missions to countries under the purview of the Western Africa Division.
• Participates in and prepares meetings of the Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and/or special missions.
• Prepares meetings of the SG/DSG/USG/ASG with officials from countries under the purview of the Western Africa Division.
• Organizes, supports, or participates in inter-agency meetings and crisis mechanisms relevant to the countries assigned in West Africa and the Sahel.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience working on or in West Africa and the Sahel is required.

Experience providing support to a field operation at the international level in Africa is desirable.

Experience in project development and management is desirable.

Experience in inter-agency coordination is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
