Org. Setting and Reporting
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP/New York Office is responsible for strategic linkages with the UN system, key partners, and stakeholders in the context of the interagency and Intergovernmental processes based on UN Headquarters.
This post is located in UNEP/New York Office.
Under the direct supervision of the Senior Programme Officers of Interagency and Intergovernmental Affairs, the incumbent will perform the following duties:
Responsibilities
1. Monitors and provides policy analysis of relevant inter-governmental processes, with a focus on UNEP’s inputs to coordinated UN system contributions; promoting inter-linkages of issues and intergovernmental and inter-agency processes.
2. Provides effective and strategic support to relevant intergovernmental processes of the Economic and Social Council (ECOSOC) and the General Assembly, including the consideration of the UN Environment Assembly’s report, as well as negotiations of issues that are relevant to UNEP’s priorities or its programme of work.
3. Supports the presentation and advocacy of UNEP’s programme of work and the budget to the Committee for Programme and Coordination (CPC), the Advisory Committee on Administrative and Budgetary Questions (ACABQ), and the 5th Committee.
4. Represents UNEP in the inter-agency mechanisms in support of the implementation of the Quadrennial Comprehensive Policy Review, and of financing for sustainable development, and provides policy advice and feedback.
5. Carries out policy development and guidance functions; facilitates and organizes consultations with representatives of other UN organizations and departments, and contributes to the development of UN inter-agency positions on issues relevant to inter-governmental processes and relevant substantive programme areas;
6. Provides substantive backstopping to, and provides analytical reporting on, key UN inter-agency meetings relevant to environmental sustainability and sustainable development;
7. Acts as UNEP New York Office focal point to the Environment Management Group and Sustainable UN (SUN);
8. Contributes to the fulfillment of substantive programme outreach and information functions of the office; prepares and makes presentations on assigned topics/activities;
9. Builds strong partnerships with key stakeholders, including with academic institutions, US based foundations (in coordination with the North America Office), and with civil society organizations and stakeholders and Major Groups, in cooperation with UNEP’s Major Group Branch and the UN Non-Governmental Liaison Service (UNNGLS).
10. Undertakes other related duties as may be required.

Education
Advanced university degree(Master’s degree or equivalent) in international relations, environmental policy/science, economics or social sciences or related disciplines is a requirement. A first-level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible work experience in the areas of environmental and sustainable development is required.
At least three (3) years of responsible work experience in the areas of environmental and sustainable development should be at the international level is required.
Relevant experience at the managerial level in the areas of environmental and sustainable development is desirable.
Relevant experience in policy design and negotiations, functioning of inter-agency and inter-governmental bodies, including the General Assembly and ECOSOC is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post fluency in oral and written English is required. Knowledge of another official UN language is an advantage.
NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
