Org. Setting and Reporting
This position is located in the Office of the Under-Secretary-General in the Department of Global Communications. The Special Assistant reports directly to the Under-Secretary-General.
The Office of the Under-Secretary-General is responsible for the overall direction and strategic management of United Nations communications and public information, and for establishing departmental policies and guidelines.
Responsibilities
Within delegated authority the Special Assistant to the Under-Secretary-General will be responsible for the following duties:
* In coordination/consultation with the Chief of Office, advises and assists the Under-Secretary-General on policy and strategy on highly complex public information and communications issues; and develops analysis on current trends and proposes action;
* Contributes to achieving Department-wide coherence; provides guidance on substance and format of activities and materials to the staff of the Department and acts as focal point for communications between other areas of the Secretariat, including the Executive Office of the Secretary-General, and the Department on issues of concern;
* Drafts notes, policy statements, guidelines, speeches, articles, background notes and correspondence for the Under- Secretary-General, and reviews materials produced by the Department, including contributions to Secretary-General reports, responses to Member States and guidance for senior officials on sensitive political issues;
* Attends meetings with the Under-Secretary- General with senior officials, representatives of Member States and external entities as requested, and represents the Under-Secretary-General in such meetings that the Under- Secretary-General cannot attend, as requested;.
* Liaises with Member States, academic institutions, non-governmental organizations (NGOs), think tanks and other civil society entities concerning the substance of the Under-Secretary-General’s public appearances and activities on behalf of the United Nations; and with UN departments, UN system entities, other international organizations, representatives of Member States, the media, non-governmental organizations (NGOs), academia, and other representatives of civil society on the furtherance of the work of the Department;
* Contributes to development of departmental communications policies, programmes, strategies and activities; and the assessment of the overall effectiveness of Departmental communications strategies and programmes, and make needed changes in approach and technique.
* Serves as Secretary of the Department’s senior management team and participates in decision-making processes relevant to the fill range of the Department’s responsibilities;
* As supervisor of the Evaluation and Communications Research Unit, oversees the Unit’s development of tools and methodologies for evaluation of the Department’s substantive and other activities, including for results-based budgeting and management.

Education
Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in communications, journalism, international relations, public policy or related area, including three years at the international level, is required.
Experience working in strategic communications for the United Nations or similar international organization is required.
Extensive experience in drafting and editing complex written communication documents is required.
Knowledge of the current information/ media environment and its challenges, including mis-and disinformation and hate speech, is required.
Experience working at a senior level in a front office is desired.
Languages
English and French are the working languages of the United Nations. For this post, fluency in English is required. Knowledge of another official UN language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
