The Ethics Advisor reports directly to the Executive Director and assists the Executive Director in ensuring that UN Women personnel members observe and perform their functions with the highest standards of integrity through fostering a culture of ethics, transparency, accountability and mutual respect.

The Ethics Advisor leads UN Women Ethics function and is independent of any other official, division, office or other organizational entity.

 

The Ethics Adviser is responsible for supporting the achievement of the objectives of UN Women by contributing to adherence to UN Women rules, values and standards through the provision of advice and guidance, training and outreach, and administration of the Financial Disclosure program and the policy on Protection from Retaliation.

  • Advice to Management: Provide advice to the Executive Director and the Executive Leadership Team ensuring the Organization’s rules, policies, procedures and practices reinforce and promote the highest integrity standards.
  • Ethics Advice and Guidance to all personnel members: Provide confidential advice and guidance regarding ethical behavior, standards of conduct and conflict of interest.
  • Ethics awareness and training: Develop ethics training and awareness programmes on ethical issues, in coordination with the relevant internal stakeholders, so that the ethical culture in the organization is strengthened. Roll out the UN Ethics Office annual Leadership Dialogue.
  • Protection against retaliation: Undertake the responsibilities related to the protection of personnel members against retaliation for reporting misconduct and/or cooperating with duly authorized audits and investigations in accordance with the Organization’s policy on the Protection Against Retaliation.
  • Financial and Conflict of Interest Disclosure: Manage UN Women Financial Disclosure Programme, in line with the Memorandum of Understanding between UN Women and the UN Ethics Office, and in accordance with the Secretary-General’s bulletin on financial disclosure and declaration of interest statements (SG/SGB/2006/6).
  • Policy Framework Development: Ensure the review, development and implementation of policies, guidelines, procedures and other internal or corporate documents to support an effective ethical framework.
  • Annual Reporting: Provide annual reports to UN Women Executive Director and the Executive Board on the activities of the Ethics function.
  • Confidential records: Maintain confidential records of guidance and advice given by and reports made to the Ethics Advisor.
  • Representation: Represent UN Women on the Ethics Panel of the United Nations, the Ethics Network of Multilateral Organizations, and other UN system bodies on matters related to ethics.

Education and certification:

Experience:

  • A minimum of 10 years’ experience at increasing levels of responsibility and reaching managerial level, in the development, management and/or implementation of ethics programmes in a large government, public sector organization or international organization.
  • Experience in providing senior level advice on ethics standards and practices, including, inter alia, accountability and compliance frameworks, financial disclosure policies, and procedures to handle cases of reported misconduct and to ensure protection of staff against retaliation.
  • Experience in the development and implementation of ethics training and other outreach and awareness-raising activities.
  • Experience in analysing and handling, with tact and diplomacy, sensitive and complex issues related to ethics, while maintaining the highest level of confidentiality
  • Experience and/or Knowledge of the ethics function of the UN or other international organizations is an asset.
  • Strong knowledge of UN system, international organizations, or public service, sector ethical policies, rules, regulations and procedures is highly desirable.
  • Impeccable record of integrity and accountability.

Language:

  • Fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
