Org. Setting and Reporting
The post is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Global Programme Manager and the general supervision of the Chief of the Section.

Responsibilities
Within assigned authority, the incumbent will carry out a range of functions to support substantive and programmatic management of the Global Programme on Implementing the Organized Crime Convention, as well as coordinate the functioning of the various facets of the Programme, contributing, most notably, to the fundraising component, the SHERLOC (Sharing Electronic Resources and Laws on Crime) knowledge management portal and the project on strategies against organized crime. Furthermore, the incumbent will also provide substantive support to the work of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime (UNTOC). In particular, the incumbent will perform the following specific duties:
• Contribute to the general administration and programme management under the Global Programme on Implementing UNTOC.
• Contribute to the fundraising and partnership-building activities under the Global Programme, through drafting and reviewing funding proposals, communicating with donors and implementation partners, and reviewing relevant documents and reports, while ensuring compliance with reporting requirements.
• Monitor financial resources, budgets, expenditures and use of funds in the assigned areas of responsibility, while ensuring compliance with UN financial rules and regulations.
• Prepare the SHERLOC annual workplans on its maintenance and development, and monitor their implementation.
• Serve as the focal point for the SHERLOC Knowledge Management Portal and coordinate the operational aspects of the work of the cross-divisional SHERLOC team.
• Liaise on substantive and technical SHERLOC-related matters with ITS (Information Technology Service), national counterparts, UNODC focal points, contributors and other relevant counterparts.
• Contribute to the legal research, analysis and uploading of legislation, case laws, strategies and other data (mainly in Russian and/or Spanish) into the SHERLOC database.
• Plan and organize regional and national workshops to implement UNTOC, support the preparation of organized crime strategies, prepare agenda, identify participants and facilitators, prepare documents and presentations pertaining to organized crime; facilitate and coordinate expert consultations, workshops and other training activities for the implementation of UNTOC.
• Liaise with relevant parties, such as ministries, civil society organizations, the private sector and other relevant bodies to support the adoption and implementation of national and regional strategies to prevent and combat organized crime globally.
• Support the organization and implementation of other technical assistance activities pertaining to the implementation of UNTOC on a national, regional and global level, with a focus on strategy development to prevent and combat organized crime.
• Draft and prepare briefing notes, talking points, speaking notes, speeches and provide support in the coordination of a variety of inputs on UNTOC.
• Contribute to servicing the Working Group of Government Experts on Technical Assistance.
• When requested, assist in the recruitment of personnel for the Section by participating in panel interviews, evaluating candidates’ applications and qualifications, drafting substantive recommendations and reports for submission to HRMS and/or Central Review bodies, drafting terms of reference/job descriptions, etc.
• Assist in the identification of procurement needs (goods and services) and support the full procurement cycle.
• As required, supervise support staff members, project personnel; mentor and guide interns and Associate Experts in their work.
• Perform other work-related duties as required.
Competencies
Professionalism: Has knowledge of policies and practices in international crime prevention and criminal justice, as well as the mandates of the United Nations Office on Drugs and Crime. Has good knowledge of United Nations programme policies, guidelines and procedures. Has knowledge of the practical issues related to the implementation of UNTOC through legislative and/or strategic measures. Has very good research and analytical skills. Has strong skills related to the conceptualization and implementation of fundraising appeals in the sphere of crime prevention and criminal justice. Has conceptual analytical and evaluative skills to conduct independent research, collect and analyse data. Has familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Provides leadership and takes responsibility for managing substantive and functional areas. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education
Advanced university degree (Master’s degree or equivalent) in law, international relations, criminology, political science or related field is required.
A first level university degree in similar fields in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of professional work experience in the field of crime prevention and criminal justice is required.
Experience in conceptualizing, implementing or contributing to knowledge management portals is required.
Experience in providing strategy-related assistance on organized crime matters is desirable.
Work experience in supporting intergovernmental processes, or servicing intergovernmental bodies is desirable.
Practical experience in working with the United Nations system or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, as well as fluency in Russian and/or Spanish is required. Knowledge of another official language of the United Nations is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
Special Notice
This position is financed from extra-budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
