Job definition: MENA Advocacy Coordinator

Job Purpose

The MENA Advocacy coordinator is responsible for the planning, coordination and implementation of the MENA advocacy work, as well as support the coordination of WILPF’s advocacy and campaigning in the MENA region, under the supervision of the MENA Director and in close collaboration with partners and other WILPF programmes. She will be in charge of monitoring developments in the region and identifying and pursuing advocacy and campaigning opportunities nationally, regionally and internationally in line with WILPF’s vision and strategic priorities. She will coordinate research, capacity building and formal and informal engagement to produce and deliver concrete advocacy messages and thorough feminist analysis on key thematic issues. She will also coordinate and sustain relationships with national and international partners, decision makers, institutions and treaty bodies.

Main Responsibilities

1.Monitoring, Research and Analysis 

  • Regularly monitor political developments in MENA countries as well as international developments with impact on WPS in MENA and maintain a thorough record of legal, political, human rights and other relevant developments within the region.
  • Produce regular briefings and analysis of these developments both internally and externally.
  • Work closely with partners and Programmes to provide analysis and policy recommendations on WILPF’s key thematic priorities and produce WILPF’s position on the developing political and humanitarian situation in MENA.
  • Prepare a range of written materials, including policy analyses and advocacy documents targeting policy-makers and broader audience.
  • Maintain regular contact with partners and programmes to ensure consistency of WILPF’s positions and messages.

 

2.Engagement with multilateral stakeholders:

  • Lead on the engagement in review processes including:
  • Maintaining an accurate record on the review processes at human rights mechanisms due, for relevant MENA countries and of countries with significant impact on MENA in coordination with other programmes.
  • Coordinating consultations, drafting, reviewing and submission with relevant partners, sections and programmes.
  • Build and implement an advocacy plan for each of the submissions to ensure maximum impact.
  • Monitor, document and share the short and long term impact of the submission and the subsequent advocacy.
  • In line with WILPF and partner priorities, identify key advocacy opportunities for priority MENA countries at the UNSC and other relevant multilateral venues.
  • Coordinate advocacy actions with other programmes, partners and sections, including on strategy development, coordination and collaboration with relevant actors, implementation and follow up.
  • Cultivate relationships with state missions in Geneva and, to the extent possible NY, Brussels and other capitals.

 

3.Coordination and capacity building of partners:

  • Lead the communication and coordination with partners on all issues related to policy and advocacy.
  • Build and enhance the capacity of partners on issues related to advocacy in coordination with other programmes.
  • Produce written guides and toolkits in Arabic to raise capacity and awareness of partners on advocacy and engaging with international treaty bodies
  • Oversee the arrangement of all advocacy delegations and capacity building meetings including all logistical arrangements.

4.Fundraising, Reporting and Monitoring, Evaluation and Learning 

  • Contribute to program development and proposal writing.
  • Provide advocacy workplan and update and assess progress made.
  • Provide thorough monitoring for all advocacy activities in accordance with the MENA tracking tools.
  • Monitor progress made on key performance indicators related to advocacy.
  • Run learning activities and session both internally and externally in coordination with the MEL advisor and in line with WILPF MEL Framework.
  • Monitor and report on budgets related to advocacy activities.
  • Draft donor reports and contribute to the MENA programme reporting process.
  • Draft case studies and lessons learned.

5.WILPF Community:

  • Engage with WILPF community and sections in the region and coordinate advocacy opportunities between sections, partners and programmes.
  • Support MENA related campaigning by the WILPF community and sections.
  • Support information sharing and coordination on MENA advocacy within the wider WILPF community.
  • Engage in capacity building and movement building activities for WILPF Community.

6.Management and coordination:

  • Coordinate closely with the MENA team, MEL advisors and other WILPF staff, and attend monthly staff meetings and weekly MENA meetings.
  • Liaise with international, regional, and local organisations and stakeholders on issues related to advocacy, including representing WILPF at national and international meetings and events.
  • Manage MENA advocacy Associate and intern and support their professional development.
  • Work closely with the communication team to ensure timely implementation of the communication strategies, including writing blogs and analyses when needed

 

7.Other: Carry out other duties as required.

 

Knowledge, Skills, and Experience:

  • Demonstrated commitment to WILPF’s values, feminist, peace, gender equality.
  • Thorough understanding and expertise in advocacy and campaigning
  • Excellent communication and interpersonal skills.
  • Experience in coordination, facilitation and alliance building.
  • Excellent writing, research and analysis skills.
  • Innovative and able to work independently, willing to learn, open minded, flexible
  • Knowledge of Results Based Management.
  • Ability to travel

Education and Experience: 

  • An advanced (graduate) degree in gender, human rights, international relations, journalism, law, social science or a related field is preferred.
  • A minimum of 5 years of relevant experience and substantial knowledge of the area.
  • Proficiency in English and Arabic.

Job Purpose

The Human Resources Manager is responsible for developing and delivering HR strategy and practices that are in line with WILPF’s strategic direction, ethos and values. As Manager of the HR team, the role holder will be in charge of developing suitable systems and policies, overseeing the delivery of reliable HR services, and supporting the Senior Management Team (SMT) in their effort to build an organisational culture that promotes staff wellbeing and professional growth.

1-Develop the strategic function of the HR team:

  • Work closely with the SMT to create a HR strategy that reflects WILPF’s values and mission on the way we act as an employer. This includes pay approach, job mapping, professional growth, team building, intern packages and wellbeing.
  • Develop the standing of WILPF as a global employer by advising on practical and compliant solutions for global recruitment and staff management.
  • Work closely with the SMT and Standing Personnel Committee (SPC) to finalise internal policies and procedures.
  • Take action to ensure that the HR function is actively feminist and antiracist and is playing a central role in making the organization truly global, diverse, equitable and fair.

 

2- Ensure the delivery of reliable HR services:

  • Manage the HR team and ensure development of their skills and performance.
  • Create and sustain a solid infrastructure, including implementation of a HR system and software, to ensure effective and efficient implementation of WILPF HR strategy.
  • Harmonise HR processes across offices and locations.
  • Advise and coach managers in people management and HR processes.
  • Manage HR budget.
  • Introduce an equitable and feminist intern package that emphasises learning and investment in new skills.

 

3- Oversight and reporting

  • Ensure compliance with laws and policies.
  • Improve communication of employment and HR strategy with staff, SMT, SPC and IB.
  • develop regular surveys to sustain connection with staff and ensure feedback.
  • Draft annual HR report and present to SMT and SPC.

Knowledge and Skills:

  • Strategic thinker with solid experience in HR operations and systems.
  • Excellent management abilities and strong interpersonal and communication skills.
  • Demonstrable ability to develop and introduce new systems, manage organisational change and conduct training and mentoring programmes.
  • Efficiency, time management and ability to multitask and meet deadlines.
  • Demonstrable knowledge and interest in introducing and implementing HR systems that push forward feminist and antiracist agendas.
  • Excellent spoken and written English is required, knowledge of French and/or Arabic is a plus.
  • Strong commitment to WILPF’s values and principles

Education and Experience: 

This position requires:

  • Relevant education at a degree level, preferably in HR, Law or Management.
  • 8+ years of experience in HR and management.
  • Demonstrated experience in setting up HR operations and management.
